About Uttar Pradesh Library Association (U.P.L.A.)
The Uttar Pradesh Library Association (U.P.L.A.), a registered society under the Societies Registration Act, 1960, was first established during the All India Library Conference held in Lucknow from April 19–22, 1935. Its first President was Dr. Wali Mohammed, and Mr. Fazal Illahi served as General Secretary.
After becoming inactive due to limited library awareness, the Association was revived in 1948 under the leadership of Col. N. Rahman. It was revived again in 1956, in the presence of Chief Minister Dr. Sampurnanand, with Mr. C.G. Vishwanathan as President and Mr. K. Kumar as General Secretary. Since then, U.P.L.A. has actively worked to advance librarianship and library development across Uttar Pradesh.
Major Objectives:
- To develop library movement within the State
- To improve the status and service conditions of library and information science professionals
- To generate an appropriate public opinion for the Public Library law in the State
- To create reading habits amongst the general public in the State
- To coordinate with the Government and the Social organizations in the planning and execution of their policies towards mass education
- To take all such actions as may be identical or conducive to the attainment of the objectives of the Association
The Association adopted a federal structure in 1959 by amending its constitution to enable wider participation, establishing branches in major districts, including Lucknow, Allahabad, Varanasi, Kanpur, and others. It is governed by an elected Executive Committee, with more than 1950 life members.
In 1959, U.P.L.A. launched a Certificate Course in Library Science to train semi-professionals and school librarians. The course was later taken over by the U.P. Education Department in 1970. Currently, 13 Schools of Library Science operate under U.P.L.A., training around 550 students annually, and organizing refresher courses to strengthen professional skills.

New Initiatives @ U.P.L.A. - 2025
Launch of Official Messenger App
The Newly elected body of the Uttar Pradesh Library Association (UPLA) - 2025 decided to introduce the first-ever official messenger to communicate and share information with its members. To promote the 'Make in India' initiatives of the Government of India and the Government of Uttar Pradesh, it was decided to create a Group in the 'ARATTAI' messenger application software.
The U.P.L.A. Group was created on October 03, 2025. Since the creation of the group, 76 members have joined it.
Life Membership Details Updation Drive
The Newly elected body of the Uttar Pradesh Library Association (UPLA) - 2025 decided to introduce the online 'Life Membership updation Drive' on October 13, 2025. All the existing members were requested to update their details on the designated Google form.
Since the launch of the Membership Details update drive, 30 members have updated their details. The consolidated list of updated members shall be sent to the U.P.L.A. Branches for verification. After verification, the certificates will be issued to the members.
Re-Publication of U.P.L.A. Newsletter
After a twenty-five-year hiatus, the newsletter was relaunched by the U.P.L.A. Lucknow Branch in 2025, in both print and digital formats, on a quarterly basis. The revived issue was formally released in October 2025 as U.P.L.A. Newsletter, Volume 45, Issue 01 (July–September 2025).
To maintain continuity, the discontinued period from 2000 to 2024 has been treated as gap years, corresponding to Volumes 20 to 44, with Volume 45 continuing the series.
The newsletter aims to serve as a professional platform for documenting and disseminating the achievements and initiatives of libraries and Library and Information Science (LIS) professionals across Uttar Pradesh, while also highlighting developments at the national and international levels.

The Uttar Pradesh Library Association (UPLA) maintains an active and purposeful social media presence by sharing content that extends beyond traditional library related topics. Through updates on news, events, and programmes from reliable sources, UPLA keeps its audience informed about developments in the library and information sector.
It also disseminates educational content on subjects such as history and geography, promotes local culture, heritage, and literature, and raises awareness on important social issues, including literacy, mental health, and environmental sustainability. Additionally, UPLA shares information on professional opportunities and events, thereby supporting the development of library and information professionals.
