Library Science Certificate Training Programme

Conducted by the Uttar Pradesh Library Association and recognized by the Government of Uttar Pradesh

The Uttar Pradesh Library Association started the Certificate Level Training Programme in Library Science in 1959 to support Library Science examinations and training in Uttar Pradesh.

The programme continues to provide trained staff for libraries and is conducted in nine districts: Agra, Prayagraj, Kanpur, Ghaziabad, Gorakhpur, Jhansi, Faizabad, Lucknow, and Varanasi.

Objective

The main objective of the programme is to provide the technical knowledge required for semi-professional or less-trained positions in small and large libraries. The certificate is treated as an essential qualification for several library posts under the Government of Uttar Pradesh.

Recognition and Duration

The training programme is recognized by the Government of Uttar Pradesh. The regulations and syllabus are based on rules approved by the Education Department and the Education Code.

The duration of the programme is four months. Training normally begins every year on 1st July or on another notified date.

  • Paper 3: Library Classification
  • Paper 4: Reference Service, Book Selection and Documentation Service
  • Paper 5: Practical Library Cataloguing
  • Paper 6: Practical Library Classification

Training and Facilities

Selected students receive theoretical and practical training in different subjects of Library Science. Practical work is arranged in selected district libraries.

Every training school maintains Library Science books for practice, with new books added from time to time. To develop writing ability among trainees, U.P.L.A. publishes the journal Granthalayi from its Library Science Training Centres.

Examination and Merit

The Library Science Certificate examination and certificate distribution are conducted by the Secretary, Examination Regulatory Authority, Education Department, Government of Uttar Pradesh, Prayagraj.

  • A trainee must be admitted to a recognized training centre and registered with the Uttar Pradesh Library Association.
  • A trainee must complete the prescribed syllabus according to the rules.
  • A trainee must maintain at least 75% attendance to appear in the examination.
  • The state topper receives the Pankaj Jhunjhunwala Gold Medal.
  • The first ten candidates in the merit list receive Merit Certificates.

Admission Rules

  • The candidate must have passed Intermediate Examination of the Uttar Pradesh Board of High School and Intermediate Education or an equivalent examination.
  • The candidate must be at least 17 years old and physically fit.
  • After selection, every student must submit a medical fitness certificate from a registered medical practitioner.
  • Preference is given to candidates who have worked in a library for at least two years or are sponsored by an institution.
  • Seats for Scheduled Castes and Backward Classes are reserved according to rules.
  • Candidates must have resided in Uttar Pradesh for at least three years before submitting the application form, unless exempted by the Director of Education in special circumstances.

Documents Required

  • High School mark sheet and certificate as proof of date of birth.
  • Intermediate mark sheet and certificate.
  • Certificate of work experience in a library, if available.
  • Character certificate from the Principal of the last institution attended, employer, or a gazetted officer.
  • Any other certificate or diploma, if available.

Selection, Fees, and Contact

Candidates must appear in a written entrance examination and an interview before a selection committee chaired by the District School Inspector. Selection is based on educational qualifications, entrance examination marks, and interview performance. The decision of the selection committee is final.
